ESPON Stocktaking Review of the Territorial Agenda 2030

The purpose of this call for tenders is to contract a service provider to deliver expertise support to ESPON EGTC (and Interact) in undertaking the Territorial Agenda (TA) 2030 stocktaking review.

Accordingly, the primary objectives of the review shall be fourfold, as follows:

  1. Deliver a comprehensive and critical analysis of the governance, implementation and communication of TA2030 to date, including in respect of its pilot actions,
  2. Offer recommendations on how TA2030 can be made more effective in practice so as to help achieve the goals of territorial cohesion, and EU cohesion policy more generally.
  3. Provide advice on how TA2030 may become a robust, flexible and adequate framework for future actions on territorial cohesion in the Member and Partner States, and for the institutions of the European Union, by being able to respond to the current and new territorial trends and challenges
  4. Provide advice on how TA2030 may contribute to stronger territorial dimension in the regulations for EU cohesion policy after 2027.

The outcome should be a guidance on future improvements. including possible renewal process. and the better contribution of TA2030 to policy design and implementation. The results of the review shall be developed and presented as to be usable for higher political levels. They shall, among others, serve as an input for an informal ministerial conference, held under the auspices of the Polish Presidency of the EU Council in early 2025, to decide whether or not to launch a renewal process of TA2030.

Budget

The maximum available budget is EUR 150,000.00 (one hundred and fifty thousand Euros), exclusive of VAT but inclusive of all other taxes, disbursements, travel, accommodation and delivery costs.

Deadline to submit the tender is 29 September 2023 at 11:00 (CET).
