The Territorial Agenda 2030 (paragraph 84) called for a stocktaking in 2024, including reviews of the governance system, implementation progress and relevance of the priorities. This stocktaking could feed into the positioning of the Territorial Agenda in the preparation of Cohesion Policy post 2027 and a possible renewal of the Territorial Agenda, to be decided on in 2025.
Against this background, ESPON and Interact had been tasked to launch a review of the Territorial Agenda 2030 to assess the progress of the Territorial Agenda application and decide on next steps. The study offers a comprehensive and critical analysis of the governance, implementation, and communication of the Territorial Agenda and provides recommendations and advice on how to (a) increase its effectiveness, (b) develop it into a robust, flexible, and adequate framework for future actions on territorial cohesion, and (c) help contribute to a stronger territorial dimension in Cohesion Policy and other EU policies in the post-2027 period.
