The Territorial Agenda is a strategic policy document for Europe, its regions and communities. It provides a framework for action towards territorial cohesion and a future for all places in Europe. It asks policy makers at all governance levels to contribute to an inclusive and sustainable future and the Sustainable Development Goals in Europe.

Why

In Europe, increasing inequalities between people and between places as well as unsustainable developments have reached a critical level. They risk undermining the basis on which the EU, its Member States and thriving cities and regions build their success. Therefore, it is about time for concerted action at all geographical and administrative levels to ensure positive future perspectives for all people, communities and places in Europe.

Aim

The aim of the Territorial Agenda is to ensure that the need for a sustainable future for all people and places is addressed appropriately. Strengthening territorial cohesion means ensuring a future for all places in the EU. It enables equal opportunities for citizens and enterprises, wherever they are located. Territorial cohesion reinforces solidarity and reduces inequalities between better‐off places and those with less prosperous future perspectives.

Renewal

The Ministers responsible for spatial planning and territorial development, in cooperation with the European Commission and with the endorsement of the European Committee of the Regions, will agree upon the Territorial Agenda of the European Union at an informal ministerial meeting in 2020. After the first and second Territorial Agenda which were adopted in 2007 and 2011, respectively, this will be the third Territorial Agenda.

Actions

Achieving the aim of the Territorial Agenda requires powerful actions and committed players. Only then the concerns of spatial inequalities can be addressed appropriately. To inspire more activities all around Europe, the forthcoming German EU Presidency plans to initiate four pilot actions.

  • a platform to follow the elaboration of the renewed Territorial Agenda and a forum to comment on various proposals;
  • a one-stop shop with important information and background documents concerning the Territorial Agenda.

The website has been launched in mid-September 2019 and will be further developed and filled with relevant content over the next months.

Stay tuned and see how the renewed Territorial Agenda and its pilot actions evolve in preparation of the informal ministerial meeting in December 2020.
